New Insurance Renewal Policy, requires Valid PUCC

As per new IRDAI guidelines, vehicles without valid Pollution Under Control Certificate (PUCC) are not eligible for Insurance Renewal.

For vehicles to get their Insurance renewed, now a valid Pollution Under Control certificate (PUCC) is a mandatory requirement. This mandate is published via a circular issued by the Insurance Regulatory and Development Authority of India (IRDAI) on 26th of August 2020.

Why the Insurance Renewal Circular is issued by IRDAI?

The Supreme Court in a recent ruling asked all the insurance companies to not renew policies for vehicles with an invalid Pollution under Control Certificate (PUCC). So as per the Apex Court ruling, IRDAI issued the circular to implement the new rule.

 

The IRDAI’s circular also says insurance companies shall not cover any damage claims on vehicles that do not have a valid PUCC at the time of the accident. This ensures that owners get their Vehicle’s PUC checked.

 

What is PUCC and where to get one?

A Pollution Under Control Certificate (PUCC) verifies whether a vehicle with a combustion engine meets the required pollution control standards or not. These pollution control standards are emission levels that are predetermined for each type and class of vehicle. 

Electric vehicles never require a PUCC. The only other vehicles that do not require a PUCC are brand new vehicles for a period of one year. After one year of usage, as per regulations,  a vehicle has to get their emission levels checked and get the certificate renewed every 6 months.

To get a PUCC for your vehicle it can be attained from any authorised emissions testing centre with a sum of Rs 90 for two-wheelers and Rs 110 for three and four-wheelers respectively. 

Fines For Invalid PUCC

From last year fines for Vehicles not having a valid PUC certificate has gone up from Rs 1,000 to a maximum of 3 months imprisonment and/or a fine of Rs 10,000 for the first violation. The second violation will result up to 6 months imprisonment and/or a fine of Rs 10,000, instead of a Rs 2,000 fine like before. So it is recommended to have a valid PUCC.

Is PUCC a Hardcopy?

The Ministry of Road Transport and Highways (MoRTH) since September 2019, has asked PUC centres to link the emissions data with the online vehicle database. This now allows vehicle owners to access their PUCC digitally via the m-Parivahan or e-challan apps simply entering the details of their vehicles.
